The government has announced that it plans to change the rules of eviction of tenants that have not paid their rents in order to speed up such legal proceedings. Simultaneously, the government promises to change the Personal Income Tax (may be only in 2012) to reduce the taxation of rental income earned by landlords to a maximum of 21.5%, i.e., a rate equivalent to the rate applied to other types of capital income (profits and interest). Details of this proposal are not yet known and its implementation may depend on the continuity of the current government. The Portuguese Finance Ministry has disclosed in its website that it has sent for publication in the Official Gazette the Aviso that establishes 8% as the default interest rate in respect of commercial debt between commercial entities, in accordance with the Commercial Code of Law. This rate is the same that was in force in the second half of 2010. With expected 2010 growth of 5.5%, Sweden is a star among developed markets. Optimists forecast growth of above 4% again in 2011, while even pessimists expect expansion of around 2.5%. No wonder some analysts are now describing the Swedish krone as Northern Europe’s answer to the Swiss franc. Sweden was well prepared for the crisis, having been through its own financial bust in the early 1990s. Its banking system at the outset of the crisis was in robust shape, and the country had a high savings rate, a budget surplus and had spent years undertaking structural reforms. Sweden ended 2010 with an essentially balanced budget and a ratio of central government debt to gross domestic product of just 35%. Based on credit-default-swap prices, it is the second-safest issuer of sovereign debt in the world after Norway.

The Portuguese new investment tax code, among other measures, creates a new Personal Income Tax Regime for non-habitual resident persons. This statute will be granted to persons who become resident for tax purposes in Portugal from the 1st January 2009 onwards without having had this statute in the preceding five years. The Portuguese tax residence for this purpose may be acquired via a number of different ways. The regime includes two different sets of rules, one of them applicable to foreign-sourced passive income, similar to non-domiciled taxation regimes such as the ones of United Kingdom and Switzerland, and the other to active income, in this case encompassing income derived both from foreign and domestic sources, following expatriate, rectius impatriate, taxation regimes such as the ones existing in Spain and France. It is expected that this new Portuguese tax regime for non-habitual residents will be effective in the attraction to Portugal of high net worth individuals, fostering increasing fiscal revenue, namely in regard in real estate and consumption taxes. The latest survey of the Global Property Guide showed that 17 out of 35 countries recorded increases in house prices over the year to end Q3 2010 (based on inflation-adjusted house price changes).
